The 12/20 session of the Board of Selectmen was a short one. They voted on a number of approvals including but not limited to liquor licenses and appointments to the sign committee. They also approved the construction of 4 new utility poles by a wireless infrastructure provider that will improve wireless phone coverage in the Hillside area of town. And Chair Hurley updated the other members on the recent Planning Board discussion regarding a Housing Production Plan.
Mr. Hurley said he thinks the Planning Board is in agreement with the Selectmen on the need for a plan. He noted that Planning Board Member Kelly questioned if the affordable housing plan the town had in place were sufficient. Hurley said the affordable housing plan is more of a policy position. The Housing Production Plan is defines how that is implemented. Hurley believes Kelly understands the distinction and need for the plan. He explained that the Planning Board intended to put the Housing Production Plan in the wheelhouse of the Master Plan Committee. (See related post here.) The Master Plan Committee has been put together to craft a visioning statement for a Master Plan. The firm Brown Walker Planners has been retained to assist with the effort (see related post here.)
Two units at 36 Central Avenue will be affordable and there will be a lottery for them soon. Ned Corcoran, who is representing the Sullivan family in their effort to build a new apartment building on Eliot Street, also mentioned at last Planning Board meeting that there would be 3 units of affordable housing made available at that site.
At the most recent Planning Board meeting Bill Clark, Town Planner, reported that St Elizabeth’s parish had entered into an agreement to sell the rectory property to a firm that builds and manages hospice facilities. They will be going before the Zoning Board of Appeals for the necessary approvals. It was noted that as a non-profit they will not come under the jurisdiction of the Planning Board. The Milton Times had a good article on the development in their recent issue.
Although the hospice developer is a non-profit, subject to protections under the Dover Amendment, they will still have to come before the Planning Board for Site Plan Review.
