Town of Milton: Master Plan Committee Charge
The Milton Planning Board (the Planning Board) will appoint a Master Plan Committee (MPC) to serve as an informal advisory group to the Planning Board during the master plan process.
Members will be appointed on an annual basis in July until a final updated Comprehensive Master Plan is approved by Milton Town Meeting or until the Planning Board decides that the function of the Committee is served and dissolves the Committee. Should a member be unable or unwilling to serve his/her term, the Planning Board has the authority to replace that member mid-term to serve for the remainder of the year.
The Planning Board member is the chair of the MPC.
Membership
The MPC will consist of ten (10) members. Each of the following entities shall choose from its membership one (1) member of the MPC: the Planning Board, the Milton Board of Selectmen, the Milton School Committee, the Milton Warrant Committee, and the Milton Chamber of Commerce. Five (5) members of the MPC shall be residents of the Town of Milton chosen by the Planning Board.
The Planning Board seeks diversity in geography (so that all areas of Milton are represented) and in experience. An understanding of planning issues is not required, but a commitment to serving the Town of Milton and a willingness to listen and participate is. Interested residents are invited to review Section 41, Chapter 81D of the Massachusetts General Laws which will guide the focus of the visioning process and Master Plan update. Interested residents should send a letter or e-mail to William Clark by July 6th , Planning Director, stating their reasons for wanting to serve and professional/volunteer background.
Purpose
The MPC will work with the Consultant selected by the Planning Board to undertake the initial visioning process. The MPC is required to meet up to four (4) times with the Consultant throughout this process and members are strongly encouraged to attend the public forums.
The MPC will provide information to the selected Consultant with regard to the Town, its history and culture, and the current conditions of the Town. Members will review and comment on the results of the public forums and draft documents. The Planning Board may ask for a vote of recommendation by the MPC on the final document before the Consultant submits it to the Planning Board for approval.
